Topic – TASK FORCE – POSSESSION WITH INTENT TO DISTRIBUTE A CONTROLLED SUBSTANCE

Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Special Agent Charles Doerrer, as part of the Violent Crime Task Force, led a team that targeted the KHALIL SMITH organization.   Task Force investigators determined SMITH and nineteen of his co-conspirators were actively committing armed burglaries and home invasions targeting Philadelphia narcotics traffickers.

Task Force members presented evidence to a federal Grand Jury in the Eastern District of Pennsylvania. The evidence detailed the SMITH organizations’ involvement in numerous home invasion robberies, armed burglaries and commercial robberies. SMITH and his co-conspirators utilized extortion, kidnapping and torture as a means to obtain information which would lead them to troves of narcotics and cash. The federal Grand Jury returned an indictment against KHALIL SMITH and his co-conspirators in a Hobbs Act Conspiracy.

 

Six of SMITH’s co-conspirators pled guilty and became cooperating defendants. In 2017, SMITH and nine remaining co-conspirators were convicted of their roles in the Hobbs Act Conspiracy, carjacking, egregious kidnapping and Possession with Intent to Distribute a Controlled Substance. As a result of their convictions, all of the defendants are facing a life sentence in terms of numbers or an actual sentence of Life.

 

Our guest Speaker is Charles Doerrer, a 15 year veteran with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). He is currently assigned to the Firearms Trafficking Group, which targets individuals or groups who divert firearms from the legal market to the illegal market. Prior to joining ATF, Agent Doerrer was a police officer for five years with the Milwaukee Police Department in Milwaukee, WI. He has both his Undergraduate and Graduate Degrees from Marquette University.
